Article 1: Name and Status

The name of this church is the International Church of Leiden (from now called: ICL). ICL is a “kerkgenootschap” according to Dutch Law.

ICL’s fiscal number is: 8178.33.055.L01

Article 2: Purpose and Mission

1. Purpose

To be “a planting of the Lord for the display of His splendour” (Isaiah 61:3).

2. Mission

To be a vibrant international community that is Christ-centered, seeking to be open to all as we worship, grow and serve in the Leiden area and beyond.

Article 3: Affiliation

ICL is a member of the Verenigde Pinkster en Evangeliegemeenten (VPE) and  is a partner church within the relational network of the Fellowship of European International Churches (FEIC).

Article 4: Article of faith

ICL accepts the Holy Scriptures, both the Old and New Testaments, as the inspired Word of God, which reveals His character, will and purposes. It is the all-sufficient rule for faith and practice.

Article 5: Membership

Membership at ICL is not something that is recorded in any formal signing of agreements. Rather it is considered that members are those that:

  1. Have faith in the Lord Jesus Christ;

  2. Voluntarily subscribe to ICL’s article of faith and agree to be governed by its constitution;

  3. Are over sixteen years of age;

  4. Commit to being a regular relational part of ICL, such as attending a life group when possible;

  5. Serve in the life of ICL and give financially to support the ministry work of the church.

Article 6: Church Leadership Team (Eldership)

  1. All financial and legal affairs are led and overseen by the Church Leadership Team (from now called: CLT).
  2. The CLT consists of at least three members.
  3. The paid ministers are part of the CLT, but they shall not be a majority.

  4. Its members are appointed by the CLT. Candidates are presented to the church at least a month before the official appointment to give members of ICL the opportunity to state support or to raise objections. For the appointment of paid ministers a different procedure is followed, as described in Article 10: Paid Ministers and Other Paid Staff. 

  5. The CLT shall appoint a chairperson, secretary and treasurer for administrative and financial purposes including the signing of agreements. 

  6. The CLT takes measures to ensure the safety of ICL’s members, especially that of the children, including by having a child protection policy in place. 

  7. The CLT will avoid as much as possible a conflict of interest, for example: paid ministers or their family members will not be present when their income is discussed.

Article 7: Finances

  1. All funds for the maintenance of the church and its activities shall be provided by the voluntary contributions of the offerings of the members and friends of ICL, as well as any income generated by assets held by the church. 

  2. The church accounts shall be examined annually by an independent qualified auditor appointed by the CLT. This report shall be available for anyone who is a regular part of ICL to see on request. 

  3. The CLT shall appoint an Advisory Group, which can be consulted and gives advice in financial matters. The task of the Advisory Group is to make sure that ICL’s finances are dealt with in accordance with good accounting practices. 

  4. The CLT shall be responsible for the setting up and implementation of the annual budget in consultation with the Advisory Group. 

  5. It is the responsibility of the CLT in consultation with the Advisory Group, to take care that misuse of the church financial means is avoided. This is done by:

    1. the annual audit
    2. the financial records of the church are open for all members to check
    3. Expenses above € 2000 need approval and signatures of at least two people.
  6. In the event that ICL as a church ceases to function, then the VPE shall have full authority to use or dispose of any remaining assets at their discretion for the furtherance of the Gospel of Christ.

Article 8: Business Meetings

At least the followings meetings are held:

  1. An annual business meeting for which all members of the ICL are invited. This meeting takes place at the beginning of the financial year (at the latest three months after the start of the financial year). At this meeting the CLT gives account of the past year, financial and otherwise. The CLT also looks forward to the coming year. Invitations including an agenda with attachments (along with at least a financial overview) are sent at least two weeks before the meeting. 

  2. Special business meetings when needed.

Article 9: Property

  1. If the ICL has plans to purchase property, the CLT shall first consult the ministry leaders and the Advisory group. Afterwards the members of the ICL in a separate meeting. 

  2. For this property a separate foundation shall be set up.

Article 10: Paid Ministers and Other Paid Staff

  1. Paid ministers are appointed and if needed dismissed by the CLT, but with consultation of other leaders and members of ICL. Grounds and procedures for dismissal are stated in the contract with the lead ministers. 

  2. The procedure to call someone as a paid minister: 

    1. The CLT can nominate a candidate in a separate meeting of the ministry leaders. If this candidate has sufficient support, a special church business meeting will be held to nominate this candidate. 

    2. If there is no concrete candidate the CLT will meet with the ministry leaders and a Minister Search Group will be formed. 

    3. The Minister Search Group will present candidates to the CLT with account of everyone’s gifting and calling and the story how they perceived the Lord’s guidance. 

    4. The CLT chooses a candidate and presents him or her as described above. 

  3. Besides paid ministers the CLT can appoint other paid staff, as allowed by the budget. 

Article 11: Changes to the Constitution

The constitution can be changed by consensus of the CLT and then with consultation of the leaders and members of ICL.
